Kansas is a right-to-work state with a corporate income tax rate of 4%.
A variety of incentive programs in Kansas support business growth and expansion, including, but not limited to:
- Promoting Employment Across Kansas (PEAK) – Offers qualified companies the ability to retain 95% of their payroll withholding tax for up to five to ten years.
- Kansas Industrial Training (KIT) – Benefits companies creating net-new jobs in Kansas.
- High Performance Incentive Program (HPIP) – Provides tax incentives to qualifying employers who pay above average wages, along with having a robust commitment to training and skill development for their workers.
- Industrial Revenue Bonds – A popular and cost-effective method of financing up to 100 percent of a new or growing businesses’ land, buildings and equipment.
Kansas also offers a variety of other loan, sales tax credit and tax abatement programs.
Local Taxes and Incentives
Local taxes, such as property taxes, vary across Cloud County. Sales tax in Concordia is 8.5% and the mill levy for Concordia residents is 206.435.
- Tax Abatements and IRBs: Concordia and Cloud County offer up to 10 years tax abatement or IRBs for manufacturing or research facilities. This incentive is determined by the type of business, quality of jobs created or retained, wages paid, capital investment and overall community impact. Retail, service and agriculture don’t qualify.
- Opportunity Zones: Cloud County has one opportunity zone designated by the U.S. Treasury in 2018. This zone is the east side of Concordia but encompasses some countryside too.
- Neighborhood Revitalization: This program provides property tax rebates to those building within the revitalization district. This district encompasses all of Cloud County except for the Jamestown Wildlife Area.
- Get in the Cloud Grant: The Get in the Cloud Grant Program is an aggressive approach to recruiting small business in Cloud County. The Get In The Cloud Grant awards 50% of startup costs up to $50,000 on a competitive basis to business owners looking to open their doors in Cloud County.
